Here is a compilation of information on how to create an account and submit art onto Pixiv.

ACCOUNT

Now we make an account! If you've already got an account, please ignore this section!

Step 1 : Go to Pixiv and click on the orange "Sign up now" button.
Step 2 : Fill in your email address, and click the button saying "入力完了"
Step 3 : A verification email will be sent. Open the email, and click the link in it to continue.
Step 4 : Now you'll have to fill in your profile. This is the longest part.
pixiv ID: 3 to 32 characters long, alphanumeric characters, hyphens and underscores only. Uppercase characters will be converted to lowercase. You cannot begin or end the ID with hyphens or underscores.
パスワード (Password): 6 to 32 characters long. Fill in both with the same password.
ニックネーム (Nickname): The name others will see you as. 15 characters max.
HPアドレス (Homepage address)
For the next 5, there is a dropdown box on the right. First selection means "Everyone can see this information", second means "Only people in MyPixiv can see this information" and third is "No one can see this information"
性別 (Gender): 男 (Male) or 女 (Female)
血液型 (Blood type): Straight forward.
住所 (Address): Last option, 海外 means Foreign (as in, not in Japan.)
誕生日 (Date of birth): Straight forward again.
職業 (Occupation): I'm not going to translate all of these, so you can choose the last one (Something else)
自己紹介 (Self introduction): Here you'll HAVE to type in something to complete the registration.
Step 5 : Login with your pixiv ID and password.

ENGLISH PIXIV

That's right! Pixiv has an English translation. If your Pixiv isn't already in English, then follow these rules! (Also, not everything will be in English as of yet)

On Pixiv, after you log in, there will be seven blue links at the top, with a circle image to the left of each link, apart from one, of course. Click the one with the the gear (Settings). That will lead you to the Setting page. There will only be ONE drop-down box there. Click it and choose English. At the bottom will be a button to save that option. Click it.

Now it should be in English.

SUBMITTING: PART 1

Let's go onto submitting our precious work onto Pixiv! This'll be much easier as you now have the English Pixiv, but as I said, everything hasn't been translated as of yet.

At the top, there will be a 'Submit Work' link (the link with the arrow pointing upwards). Now click that. It will bring you to a page that allows you to browse for your work. This is ONLY if you've got one page. If you've got more than one page of work, skip this part.

ONE PAGE

If you want to submit only one page, browse for your file. Then click 'To information input'.

MORE THAN ONE PAGE

At the top, there will be three sections. Click the one that says 'Submit manga'. Now if you want to submit a manga, you will need to compress your work into a .zip file. Ignore the next part if you know how to do this.

CREATING A .ZIP FILE

Create a new folder, and make sure no pictures or other files are in it apart from the ones you'd like to submit. Correctly name your pictures as well. The first page will be called '1', the second page will be called '2', and so forth. This will choose which order the pictures go in after you submit them. After every page is in the right place and in the folder, compress the folder by right clicking and clicking 'Add to Archive' (it may be different to other computers, mine is a Vista). Anyway, click that and it will bring up a little box. You won't need to change anything except the 'Archive Format'. If the archive format is on RAR, change it to ZIP., then click 'OK'. It will create a .zip file in the same location as the original file.

Now you browse for it on Pixiv and go to the next step.

SUBMITTING: PART 2

It will lead you to another page. Everything is quite simple there, but I'll go through it anyway:

Title: Pretty easy, the title of your work.
Caption: This is the same as your Artist's Comments on dA.
Tags: Again, the same as dA's keywords. There is also a box you can tick. That means 'lock the tag editor'. This means no one can come along to your work and edit the tags (this is a practice seen on Danbooru, Gelbooru, and Safebooru as well).
Access Limit: Same as dA's 'Contain Mature Content'. It should be quite easy.
Privacy Level: Just like Facebook. Do you want everyone to see it, only on your pixiv (because they will feature work), or private?
Image Response address: Automatically accept image responses will do
Survey: Unfortunately I don't know what this is either, but there's no need to tick that anyway. It's not vital.
Set Double Page: (this will only show on submitting mangas) there's no need to tick the box for this either, so don't worry.
Tools Used: Here you can find all, if not most art programs on the internet, as well as traditionals. Use ctrl + f to help you find your program/tools

After all this, scroll to the bottom, there will be two greenish buttons. Click the one on the right to finish, and one on the left to abort.

FINISHED!

I hope this has helped people to submit their works. Have fun, and good luck to everyone!
